If you mean in the Photo Gallery - I've never had one there - If you mean in the Pictures section of the Forum - I see it just fine.

once you're in the gallery, the only way out is, home or WWW.SKINHEADS.NET Forums. There's no drop-down like elsewhere.

Is that what DR is suggesting?

Yeah, I was talking about the quick navigation drop-down box in the lower right corner. For some reason I couldn't see it, but now it seems to be back.

They are normally called Dynamic HTML or DHTML (Dynamic Hyper Text Markup Language) menus for future reference...
