Button-down: A collar, usually narrow, that buttons to the front of the shirt at its points. Not suitable for more formal occasions, but common in semi-formal and casual shirts. The term button-down is often used incorrectly to describe dress shirts generally, as they "button down" the front.

The term "Button up" doesn't even exist, but it's also incorrectly used to generally describe shirts. It's useless since a shirt, by definition, always has buttons. That's why those which don't have buttons are called T-shirts or polos.
